Please reconsider your proposed regulations which will make it more difficult to purchase leveraged and inverse funds in the market. Current regulations require certification that the investor understands the risks associated with such investments prior to purchase. While there can be significant downside risks to such funds, there also can be great upside potential. The current certification is quite an adequate safeguard for potential investors.
I have successfully used leveraged and inverse funds for about 3 years, and my experience has been quite positive. I believe most investors understand the risk with such funds. Please keep the markets free
