What are we coming to that we want to eliminate all risk for everyone.This defeats the purpose of trading.The risk are spelled out for ETF transactions.Just because you can regulate does not mean you should.Risk taking is what drives the US Economy and as long as investors are not being scammed and have disclosure it should be allowed.
I also do not see a systemic risk.
