I DISAGREE with the proposed regulations regarding additional evaluation of personal finances as a prerequisite to buying leveraged or inverse funds.

I have used inverse funds over the past 2 to 3 years and they have provided valuable hedging protections and periodic enhanced returns. If I am required to undergo an extensive financial qualification process, my refusal to do so would result in my being unjustly barred from using those particular funds. I would refuse to do so because (1) I strive to limit the amount of personal financial information that is introduced into an electronic system that is vulnerable to hacking and (2) the state of my personal financial affairs at any point in time should not be the determining factor in my intellectual ability to responsibly use inverse funds.

I can only assume that the proposed rules are intended to protect the retail investor from higher levels of risk from certain investment vehicles. I believe that the responsibility for making personal risk decisions should be left to me. I have experienced financial losses of various kinds in my lifetime and I consider those losses to have been my responsibility. I have the ability to overcome any financial losses that I voluntarily incur.

The warnings, disclaimers and educational information currently provided by my brokerage firm has been sufficient for me to understand the risks that I chose to undertake.
