Be sure that the whole rule implementation is as a RECOMMENDATION, and not something that would prevent me from making an investment that I wish to make. If the SEC wants to prevent me from making an investment, I can only agree to it if the SEC will take responsibility for the amount of return I am getting from my investments. With the ability to prevent comes the responsibility for success.
