Comment on SEC Proposed Rule #S7-24-15: Leveraged and inverse funds are important to me. They allow me to protect my portfolio and further seek returns in down markets. I am capable of understanding the performance characteristics of leveraged and inverse funds. It is not necessary for a third party to evaluate my capability, especially if it outright prevents me from purchasing them. I want to preserve the long-standing free public markets where investors maintain their freedom to buy public securities without additional government-imposed limitations. Regards, Michael Vieira
