Comment on SEC Proposed Rule #S7-24-15: 

I'm concerned by the SEC proposal that would impede individuals from purchasing leveraged ETFs. 

Portfolio theory suggests it is better to be diversified and leveraged than it is to just hold just stocks (e.g. an S&P 500 ETF), because one can have higher expected returns with equivalent risk. Leveraged ETFs represent generally represents the cheapest and safest way for individual investors to leverage themselves.
