Comment on SEC Proposed Rule #S7-24-15: Dear SEC, I am writing to express my opposition to the proposed regulation that will make it burdensome to buy, or even me from buying, leveraged and Inverse ETFs. Leveraged, Inverse funds are important to me. They allow me to seek enhanced return or help me pro my portfolio. I am capable of understanding leveraged, inverse funds and their performance characteristics, and I do not want a third party to evaluate my ability and prevent me from buying these ETFs. I want to preserve the longstanding free public market where I can buy public securities without additional government imposed limitations. Regards, Hugh Xiao
