Comment on SEC Proposed Rule #S7-24-15: 

I believe that there is definitely a time/place for leveraged/inverse funds for proper portfolio management. As with any investment, there is always a risk associated & I don't feel this is an area that the SEC needs to address. So many other bigger issues that affect clients retirement planning than the small portion of leveraged/inverse fund usage. 
In my opinion, the SEC should not allow after hours trading, tweeting from CEO's to manipulate their stock prices, a President that is allowed to tweet whatever he wants regarding the stock market, etc..
