Comment on SEC Proposed Rule #S7-24-15: 

I am an individual investor with multiple degrees in engineering and statistical analysis. I have used inverse/leveraged funds with great success to amplify my portfolio gains as an independent, self-taught investor since my start in 2015. This unprecedented regulation would further inhibit the individual investor's access to strategic vessels that, when used properly, can greatly compete with the returns of private, institutional, professionally-managed funds. Such regulation(s) would further bolster the unfair advantages that these institutions have already procured over the years. Volatility and potential loss is no excuse to constrain investors from making higher-risk decisions, less the SEC wish to regulate the entire stock market based on these criteria. An investor's decisions on how to either gain or lose money, so long as it is legal, is and should always remain their own right & responsibility.
