Comment on SEC Proposed Rule #S7-24-15: 

Dear, 

I am against this proposed rule. Stockmarker should be opened and people should be free to buy whatever they think it is the best for their strategy. 
- Leveraged and inverse funds are important to me, and they allow me to seek enhanced returns and help me to protect my portfolio. 

- I am capable to understanding leveraged and inverse funds and their performance characteristics, and I don't want a third party evaluating my capability to do so and potentially preventing me from buying them. 

- I want to preserve the long-standing free public markets where investors and theirs advisors have the freedom to buy public securities without additional government-imposed limitations on investor choice. 

I have opened a broker in the USA in order to get access to those kind of funds since it is not available in the UE anymore. 
This proposed rule might cut a lof of investment coming in the USA...
