Comment on SEC Proposed Rule #S7-24-15: To Whom It May Concern: As an independent investor, I believe leveraged and inverse funds are important options for making informed and diversified investment choices. I am capable of understanding these funds risk profile and have used these in the past and present. I don't need the government to judge my technical understanding from a burdensome qualification process. I believe it is important to preserve the long-standing free public markets where investors and their advisors have the freedom to buy public securities without and additional level government imposed limitations on my choices. This proposal should be rejected leave current investor options available. Regards, Lori Birkholz
