Comment on SEC Proposed Rule #S7-24-15: Leveraged and inverse funds are an important investment in our market system. They are necessary as insurance for hedging against losses. Halting these types of investments will create a more uninvestable market. I am fully capable of understanding these funds, and do not trust a third party evaluating my capability to do so. Markets should remain free and open to allow me to invest as I choose. Regards, Thomas Williams
