Comment on SEC Proposed Rule #S7-24-15:

Leveraged and inverse funds are an important tool to me to enhance returns and also provide me portfolio protection in a well diversified portfolio and during times of high volatility and should continue to be bought in the public markets without adding additional burdensome regulations and qualification process which could limit access to regular investors and their advisors and provide further advantages to hedge funds and Quant funds. Brokerage funds would also be encouraged to stop offering these funds given the additional difficulty and costs of implementing these regulations. 
I definitely believe this is bad for investors and sets a dangerous precedent. Please don't adopt this proposal and make it even harder for the small investor to succeed.
