Comment on SEC Proposed Rule #S7-24-15: 

Investing is inherently a risky proposition. All investors are warned about this repeatedy. The ability to hedge a portfolio with inverse ETs is a very valuable and easily understandable tool that is quickly available to individual investors, especially in times of market turmoil. Inverse ETFs can quickly be put in place to protect capital without having to sell a full portolio. To deprive individual investors of this protective tool by requiring an onerous qualification process would hurt many, many individual self directed investors who do not have access to more sophisticated tools available to private money managers. You'd be hurting the little guy if you require an intense qualification process to trade this protective tool.
