Comment on SEC Proposed Rule #S7-24-15: 

(1) All investments involve risks and rewards. That is the investment basic 101 knowledge. If do not understand that, then should not in the market at all. There is no need for someone to evaluate their qualifications. Leverage and inverse funds provide excellent opportunities to achieve enhanced goals. 
(2) For the same reasons, the option traders or commodity trades, do not need someone to judge their abilities to trade. They all know what the investment means --- you may win and you may lose. 
(3) I have been trading for over 40 years. The leveraged and inverse funds provide excellent rewarding opportunities. We are in "Free Public Markets". Therefore, we should have the freedom right to trade without imposed limitations on our choice to trade.
