Comment on SEC Proposed Rule #S7-24-15: 

As an investor leveraged ETFs are a part of my portfolio that seeks to manage returns and risks. Oversight from the SEC to determine my ability to understand the associated risks is not needed or wanted, there is plenty of warning given at the time of investment, and the prospectus generally provides a solid background on the underlying instruments and derivatives. I would ask that you refrain from this rule making and leave investors the ability, unhindered by additional inquiry into the qualifications of specific individuals or restrictions on security purchase eligibility, to participate freely in the public securities markets.
