I am an individual investor who is concerned about proposed rule #S7-24-15. While I often applaud efforts to safeguard investors, I oppose this rule. I have used leveraged funds on a limited and targeted basis to manage my monies and achieve my financial goals. They provide a way for me to enhance my returns in special circumstances using a limited amount of my capital. Without these instruments, I would have reduced opportunities, and would need to place greater sums of money on market direction that otherwise would reside in very conservative options. The structure, costs and risks of these instruments are clear to me. I research them before making use of them. I find these funds to have clear documentation as to their risks in their corresponding prospectus and marketing documents. I believe that these fund options are used overwhelmingly by sophisticated investors, and do not pose a real threat to the investors broadly. I urge you to decline to put this rule into effect.
