Please do not restrict leverage on any ETFs as suggested in this proposal. I use these funds and understand their intended purpose. There is no need to regulate leverage. Leverage is not being used to manipulate markets it is simply a useful tool to investors. Your efforts could be better focused on actual problems that do cause manipulation. I think if the truth were completely known, the only problems on these ETFs were from those who bought something they did not understand and therefore had no business buying. Please do not punish us by removing a vital tool that we depend on just because some traders were reckless. That is not a public service. I ask you to reconsider.
