I am acquainted with a lawyer who was employed by the SEC during the crash and aftermath, 2008-2009. This person said the corruption was pervasive and staggering in scope. This lawyer sent the work upstairs dutifully and reported every problem; nothing was done. Elizabeth Warren is right. Corruption is a major problem: banks all had their "investor groups" that scarfed up foreclosed houses and sat on them while people became homeless. Disgusting. 
The SEC should be facilitating shareholder democracy, not undermining it. This new set of rules should not be advanced.
