Rule Comments, I'm a small business owner diligently putting a significant portion of my income into retirement savings. The only real tool at my disposal for influencing CEOS whose actions directly impact my savings is the shareholder proposal. Why would you make this a more difficult process? Americans are already too beholden to CEOs of large corporations, whether it's because they hold so much power over the liquidity of our retirement funds or the actions of our elected officials, via lobbying and campaign donations.
