Rule Comments,
As someone who invests in stocks through my retirement accounts, I'm offended that my role as part owner of a company would be impinged on and that my ability to lobby the companies I own a part of would be limited. Shareholders literally own a tiny piece of the company: that is the point of stocks. That should mean that I'm able to give my opinion about how the company should do things, by banding together with other owners and submitting shareholder proposals. I care about the companies I buy from and invest in behaving responsibly, and shareholder proposals are a great way to tell companies that. I think that making it harder to submit them is a bad idea and I urge you not to pass this rule.
