Rule Comments,
I'm assuming that those in charge of the SEC are living in their own little bubble unaware of what's going on around them in our country today. That's the only explanation that I can come up with for why you want to make it harder for Joe/Jane average investor to file shareholders proposals at company's annual meetings.
As an investor myself I'm outraged with this proposal. The deck is already significantly stacked against those of us in the working class of our country. Executive pay is way our of control and corporations mostly do all that they can to not care about our environment. 
As one of the "little guy" investors in our country I demand that our ability to file shareholder proposals be maintained.
