Rule Comments, Investors want, need, and deserve the right to file proposals. Don't let the 'big guns' overrule investors--that's the antithesis of what capitalism is supposed to accomplish. I'm retired and appreciate the time-ability I now have to investigate investments and put my money where it works best--including where the investors and board are responsive. This is crucial to economic vitality! Don't tilt the table toward the power of a few. We all know now that this paradigm is past.
