I am in favor of any ruling that makes the market more fair for retail traders. For the most part, retail traders don't have the luxury of time or money to pay for the tools that benefit the market makers, and we end up receiving the short end of the stick. The fines/penalties market makers receive are not sufficient enough to deter deviant behavior.
