Please extend and broaden the pre-borrow rules according to David Patch's recommendations.
I want to applaud the SEC for taking action on this issue. I am sure that there has been considerable pressure to allow the system to remain corrupt and your bravery in overcoming such pressures is commendable and much appreciated.
The current SEC under Chairman Cox and the private citizens and journalists who have tirelessly fought against this insidious crime will no doubt be regarded in history as Heroes.
