Naked short selling is illegal, has always been illegal and no special order is required. Do your job and stop this blatant fraud that enriches a few at the expense of everyone else. The markets are rigged and it is unthinkable that the SEC has been so complicit in this despicable and blatant manipulation of the markets for profit.
