As a retail investor I welcome any rule that provides more transparency into borrowing practices and which helps in any way to level the playing field for retail investors.
Please consider modifying how short interest gets reported so that the accuracy of the data can be verified by the SEC. Also consider making real time up to date short interest data available to retail so they are not disadvantaged by having outdated data.
I would further like to ask the SEC to investigate how short exempt data is filed and whether it is being abused as per the following website:
