Hello, Thank you for proposing this essential rule. As a concerned investor I believe it is egregious that well capitalized, powerful financial institutions can act in secrecy at the detriment to retail investors. We want the SEC to be the heroes they are supposed to be, and these rules are a step in the right direction. Why can't the powers available for institutions be granted to the public? It creates fairness and equal opportunity. This is why I support this proposal and strongly believe it needs to be pushed through thoroughly regardless of elitest incumbents pushback. Furthermore, there needs to be even MORE similar proposals to take back true market fairness and credibility. Truly, Andrew
