I am submitting my strong support for rule 10c-1, Reporting of Securities Loans.
Transparency is a cornerstone of the free market and no player should be allowed to keep their activities in the dark. This data impacts deciding factors of other players in the market. Confidence in the market is based on our trust that the market is a platform for all players to play the same game with the same rules. That confidence is the basis for market participation by institutions and individual investors alike. Undercutting confidence and thereby trust in the ability to participate leads to markets only used by those who can successfully play a manipulated game, ie - those who know the manipulations. Everyone else is left to fail victim to their scam or not play as the \"free market\" is not in a condition to allow anyone except manipulators to prosper.
