May I first say I am strongly in favor of the proposed rule S7-18-21.
This rule will bring fairness back in the markets and allow for true price discovery.
It is strongly opposed by those who profit from predatory shorting and illegal naked shorting because it will help to put an end to these practices.
The SEC is obliged to protect our financial system and this rule finally starts to do that.
