Re: Reporting of Securities Loans (File No. S7-18-21)
Dear Secretary Countryman:
I am writing in strong support of rule 10c-1, Reporting of Securities Loans.

The SEC and other regulatory organizations must restore faith in the markets. Initial steps can be taken to work towards open and trustworthy markets are by requiring constant, transparent reporting off all institutions and family offices on holdings, debts, and obligations. There are far too many loopholes and the markets have become far too complex for the average citizen to be an informed participant in US markets. I hope that the common woman/man is considered when developing rules to improve market conditions and prevent future collapses.

Sincerely,

Phillip Worts, an American, a concerned investor, a common man
