I believe this rule will increase transparency in the market and will benefit the market as a whole. With increase reporting it will allow less crime to be hidden as it is currently likely to happen. With more oversight this will encourage less illegal short selling which can bankrupt good companies where people work at. With this rule it will allow the retail investor more access to the market and can compete fairly with larger funds. This ruling will help create a more fair market where it is harder to commit crimes and helps retail investors and other funds compete at the same level as larger funds.
