 As an international investor I have been harbouring some unease regarding the integrity of the US securities market for some time. The proposed rule change is very welcome in terms of improving transparency and maintaining investor confidence.

I strongly support the reporting requirement for individual transactions. The technical implementation should be trivial, and any major participant compliant with other rules should not fear transparency.

I support the 'real-time' 15 minute reporting requirement proposed. This will push market participants to always be aware of-and maintain sufficient internal stability to maintain their positions and avoid transient instabilities between reporting dates. The implementation of this feature should be far from prohibitive within any serious entity, and the positive effects on market stability and confidence is hard to overstate.
