My comments on this rule are whether or not other ways to short are going to be considered for this proposal. By other ways, I am specially referring to naked short selling, along with put options. Knowing that short selling has an important effect on the decisions of all market participants, it seems vital that all channels of shorting are considered. Another comment any proposal to short selling will be invalidated should Fail to Delivered shorts remain okay to keep on books.
