I am in favor of rule 34-9361 and I urge the commission to adopt this rule post-haste. This rule supports the 'free' and 'fair' aspects of our market that no longer exist. Chairman Gensler has said in as much himself by annotating the need for the SEC to protect both individuals and institutions. The denial of this rule today would be a clear vote to continue the 30 year trend of only protecting 'key' institutions. Directly at the expense of the individual investor, pension funds, and the markets in general.
I have no doubt that the enforcement will be non-existent as per usual. That being said, the fact that this is not an established rule under the SEC is abhorrent.
