The establishment and enactment of this rule would aid in providing a fair and open market to all traders, especially with regard to short interest and payment for order flow. Enforcement becomes the bigger question, nonetheless. Plenty of rules simply become pay-for-play but I would hope that the SEC would actually hold lenders accountable if this rule goes into effect so as to truly serve the communities which entrust it to maintain a fair and honest market.
