What is the sec doing? Just let everyone govern themselves with these self reporting organizations that commit fraud and crime every day!! 95% of retail orders go through dark pools. Millions of failures to deliver!! Wake up!!!!! This rule is a clear attempt to launder illegal naked shorts and FTDs. The DTCC and the NSCC both know there are billions upon billions (possibly trillions) of dollars’ worth of Naked Shorts, FTDs and the like that need cleared.
