Please dont pass this rule. As a retail investor, I am looking for a fair market to invest my hard earned money and try to make enough to live on when I am old. This new rule proposal does not help the small retail investor. This new rule gives banks and large financial institutions additional power where they can short stocks in their benefit, since they made poor decisions and should suffer the consequences of these actions. These large corporations should not receive additional bailouts similar to their screwups in 2008 with this new rule proposal. Thank you, a retail investor trying to play a fair game in an already heavily corrupted U.S. Stock Market.
