This is a bad idea. There will always be stocks that are micro in size, and where reporting is a burden for companies with small number of sharesholders. It doesn't mean they are frauds.

To block trading and quoting of such companies is going to disadvantage shareholders in such companies, and make any transfers complicated. This kind of action at first seems like its protecting small investors, but it really is going to impact them negatively.

I have not had any problems in owning "dark" non reporting companies in getting annual reports and other information needed to make informed decisions. Non reporting does not mean the information is not available...it just means you have to ask the company for it.

Please do not implement this badly thought out policy change. This harms investors in such companies, and does not protect them.
