Subject: Proposed SEC Rule
From: James Gibson

October 25, 2019

Dear Sir or Madam,

I am writing to express sincere and strong opposition to this proposed
rule change.

While it is absolutely important that all investors have access to
information about companies they may choose to buy, prohibiting brokers
from allowing trading in companies without recent SEC filings will will
simply transfer more power from retail investors to often corrupt
management of small OTC companies.

I actively trade in low-information and no-information companies, and
both enjoy it and find it no less risky overall than the overall market
(though certainly requiring more due dilligence). Low information
companies are the last place a retail investor can truly, if they put in
the work, have an edge. Don't destroy this and make retail investors
beholden to big asset managers.

Sincerely,

James Gibson
