Dear SEC, 



I am writing you to urge you to rethink the proposed rule change S7-14-19, which deals with blocking quotes for OTC that are no current with their information filings.  This unfortunately would have very negative consequences for many companies and their shareholders. 



I am one of many investors that focus on these types of stocks, as while many of these companies don't publicly post it to the SEC to OTCmarkets, they still mail out information to shareholders (PDER) or put it on their website (IOFB and KEFI). 



Many of these companies are not going to change just because quotes are stopped on the stock.  So, you will only be hurting shareholders of these securities. 



I strongly urge you to reconsider the rule and potentially give companies a cheaper way to stay in compliance with the SEC and continue their reporting.  I've heard that many companies de-register due to the costs.  This may include offering a lower standard of reporting, which would make it easier for companies to say current .
