Regarding proposed Rule 151a: Equity-Indexed Annuities are very clearly a security. In fact, playing the options market is only appropriate for very sophisticated investors. However, to package the purchase of options as a fixed annuity for sale to unsophisticated senior citizens by insurance agents who are not licensed to sell securities is a travesty. This practice should be outlawed.
