To whom it may concern:
I am sending this email in reference to your Rule # 151A. I am an independant insurance agent and see this pending rule as an infringement on my livelihood which is not justified. There is no chance of a loss with the annuities that the insurance industry offers other than surrendering proir to maturity so they should not come under the jurisdiction of the SEC. There have certainly been enough issues under your pervue that could stand closer scrutiny than they have recieved that would warrant your welcoming the insurance commissioners taking this responsibility off of your plate. I urge you to consider this carefully before making your ruling.
