I have been a licensed insurance professional for close to 20 years.

I also hold a Series 6, Series 63, and Series 7 license to sell securities.

It is unclear to me how an indexed annuity can be considered a security. It is an insurance product that provides the owner guarantees.

This is in marked contrast to stock market investments which provide no guarantees only the variability of the market on a daily basis.

I strongly urge the SEC to withdraw the proposed rule.
