Please revise these rules to protect the individual investor. I have been a victim of market manipulation by hedge funds and market makers over the years. There are too many loopholes that protect these entities. Your lax rules to date have created a system that is rigged against individual investors in this country in favor of hedge funds and market makers. I implore the SEC and congress to finally take the appropriate steps to insure that individual investors (mom pop) are vigorously protected against this racket. We have suffered enough
