Eliminate the "grandfather clause" immediately.
It is time for full accountibility for all of us who have their future in the market.
Also brokers should be required to publish in a public file the total number of shares they have on the books for each company listed on all markets. By doing this any person or company can see the number of shares on the books for a given company. To hide that information is unacceptable in an honest market system. Only crooks would want to hide the data.
