This proposed rule is an absurd abuse and ultra vires exercise of nonexistent power by this agency. Your purpose is defined by federal code adopted by Congress. The Rule would impermissibly, arbitrarily and exponentially expand SEC reach at your own caprice. Moreover, this proposed rule is just plain stupid. What idiot decided that all businesses have to \"guess\" at the footprint of their customers and vendors, of which they have no personal knowledge? If you want to punish an entity for \"guessing\" wrong, punish yourself, for your rule demands the impossible. Next, 85% of the People reject the political ideology the Rule legislates. It should be scrapped in favor of something that won't crash the economy worse than the elitist Democrats currently in power have begun to do.
