This proposal is very good. I am surprised that a rule such as this is not already in place. Its unfortunate that fraudulant activity takes place today but it does. A rule like this would provide better and fair trade practices. It's also good that the S.E.C. is looking to furthur analyze the market to see how large traders affect it.
