March 17, 2023 Dear Ms. Countryman, it is high time to include in the rulemaking proposal that's being discussed here (S7-08-22) a text passage that allows timely and permanent access by the investing and the general public to the contents of the DTCC's Obligation Warehouse, a non-guaranteed, automated service of NSCC that facilitates matching of broker-to-broker ex-clearing trades. Only such permanent public access to the past transactions and the current contents of the obligation warehouse can shed urgently needed sunlight on the securities that are rotting in said warehouse for an indefinite period of time.
