 If the stock market was created to invest in companies, then short selling is the opposite of this: short selling is a gamble that the underlying security's price will decrease. If this is to be a valid market mechanic, then we need full transparency on it. Shorting shares sometimes means selling shares that one does not own, and it is very important we keep an accurate record of all shares of companies, whether long or short. There should be no secrets in the market, and as much transparency as possible is the way to achieve this. This ruling is necessary because everyone should be held accountable for all their positions to ensure everyone has the same opportunities and that the market is fair.
